They say NASA Pioneer Venus-1 made a radar map of over 90 percent of Venus December 1978 to June 1980.

Harold Masursky from U.S. Geological Survey and Gordon Pettingill from MIT, chief scientists for the mission, report that now we know half of Venus’ surface is mostly flat, with somewhat lower areas having many craters, and somewhat higher ones with mountains higher than Mt. Everest, and some they think are volcanos. They said mapping was slow because Venus rotates only one time every 243 days.
